Spiritual Gifts of Overall Staff Administrator or Coordinator
Look for someone with the spiritual gift of administration.
Ideally someone with both the gifts of administration and pastor would do quite well, or perhaps with administration and exhortation.
Spiritual Gifts for Specific Aspects of Staffing Ministry
The staff administrator may find it helpful to enlist others in specific areas of staffing. When you think through what’s involved in the various tasks, you may find certain gifts better suited for these different responsibilities.

The Staffing Ministry Manual lists the above gifts needed in staffing ministry along with brief suggestions of personality fits as well.
If we’re going to get people involved in ministry based on gifting, doesn’t it only make sense that those who do the staffing likewise have the spiritual gifts best suited for that kind of ministry? And, for aspects of staffing ministry for which they aren’t gifted, doesn’t it make sense that rather than struggle with it that they enlist the help of those whom God has empowered to accomplish those responsibilities?

why exhortation not teaching gift for training?
Sammie, someone with the spiritual gift of teaching certainly could do training but the practical, applicational bent of those with the spiritual gift of exhortation seems to suit the purpose of training which is to equip people for “how to” do ministry.
why exhortation also for recruitment
The same gift can be used in different ways. People being recruited need encouragement to get involved and to believe their contribution to the ministry matters. Who better to help motivate or spur people on in this way than those with the spiritual gift of exhortation? While there are many reasons why recruiting can be so difficult, perhaps some of the issue relates to who does the recruiting — something to think about.
